libbabl-dev software package provides Dynamic, any to any, pixel format conversion library (development files), you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libbabl-dev
libbabl-dev is installed in your system.
Make ensure the libbabl-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libbabl-dev *
You will get with libbabl-dev package name, version, architecture and description in a table
